Think past corn, energy plan says

Iowa’s annual energy independence plan urges the state to move to second-generation biofuels beyond the corn-fed ethanol industry, to encourage small windmills in addition to large wind farms and to prod electric utilities to use conservation as a "first fuel" before they build generators.
